An MOU (Memorandum of Understanding) is a cooperation agreement between the Thai government and four source countries: Myanmar, Laos, Cambodia, and Vietnam. It is designed to regulate and formalise the lawful recruitment of migrant workers, reduce issues related to illegal immigration, and establish fair employment standards.
Under the MOU system, employers can hire workers with legal status, minimising legal risks and ensuring stable workforce management. Workers benefit from legal employment rights and protection under labour laws, including welfare benefits such as social security, healthcare, and fair working conditions, thereby reducing the risk of exploitation.
